The Constitutional Court rejected the challenge regarding the SAFE Programme. The constitutional judges ruled that the measures adopted through the Government Emergency Ordinance comply with the provisions of the Constitution.

The Constitutional Court of Romania rejected the challenge filed by 53 deputies belonging to the AUR, SOS Romania and POT parties and confirmed the constitutionality of the Law approving Government Emergency Ordinance No. 21/2026 regarding the implementation of the European instrument “Security Action for Europe” (SAFE).

The Ministry of Finance announced the adoption of an amendment regarding the simplification of the RO e-Factura system within the Budget and Finance Committee of the Chamber of Deputies.

According to Emergency Ordinance no. 89/2025 amending Emergency Ordinance no. 120/2021, suppliers/service providers who identify themselves for tax purposes using the personal numerical code (CNP) and who began carrying out economic activities prior to 15 January 2026 are required to request registration in the mandatory RO e-Factura Register before that date.
