Law no. 198 of November 28, 2025 was published on the organization, functioning, and management of the National Public Services Catalog.

The law regulates the organization, functioning, and administration of the National Catalogue of Public Services of Romania, CNSP (the national unified system for recording public services provided by central public administration institutions and authorities).

CNSP represents the essential tool for monitoring the progress of the digitalization of public administration and for substantiating strategic decisions regarding Romania’s digital transformation.

The purpose of the law is to increase the transparency of public services provided by central public administration institutions and authorities, as well as their accessibility and efficiency, by simplifying the interaction between public service beneficiaries and the central public administration.

CNSP ensures access for natural and legal persons to both information regarding the manner of providing and delivering public services and the mechanisms necessary for accessing these public services.

Public services provided by territorial structures or by entities subordinated to / under the coordination of central public administration authorities and institutions will be delivered based on a single procedure, approved by the central public authority or institution, which applies uniformly throughout Romania.

In the meaning of this law, the terms and expressions below have the following meanings:

  1. public service beneficiary – the natural or legal person, Romanian or foreign citizen, as well as any public or private entity that requests, accesses, or uses a public service provided by central public administration institutions and authorities, as defined in Art. 2 para. (1) point 30 of Law no. 500/2002 on public finances, as amended and supplemented;
  2. National Catalogue of Public Services (CNSP) – a national electronic platform that centralizes the public services provided by central public administration institutions and authorities, as defined in Art. 2 para. (1) point 30 of Law no. 500/2002, as amended and supplemented;
  3. public service provider – the central public administration institution or authority, as defined in Art. 2 para. (1) point 30 of Law no. 500/2002, as amended and supplemented, which has the legal competence to ensure the provision of a public service, regardless of how it is delivered;
  4. electronic public service – the public service defined in Art. 5 letter kk) of Government Emergency Ordinance no. 57/2019 regarding the Administrative Code, as amended and supplemented.

CNSP is a public electronic platform, operated at national level and integrated into the governmental digital infrastructure.

CNSP is public in nature and is accessible free of charge through the digital platform serviciipublice.gov.ro.

The CNSP and the digital platform serviciipublice.gov.ro contain information relating to the central public administration institutions and authorities of Romania, the public services they offer, the steps required to obtain these public services, the status of the digitalization of public services, and the mechanisms of access.

Central public administration institutions and authorities fill in the information regarding the public services provided in a dedicated software application, hereinafter referred to as the CNSP application.

The Authority for the Digitalization of Romania, hereinafter ADR, fulfills the responsibilities of the authority responsible for the development, administration, and technical support of the CNSP and the serviciipublice.gov.ro platform.
